Baltic AI Gigafactory is Coming

The first meeting of the Steering Committee, established to coordinate the “Baltic AI Gigafactory” project, was held in Warsaw. As part of the project, an application will be prepared for funding the construction of an “artificial intelligence factory”. The meeting was organized by the Ministry of Digital Affairs and attended by delegates from Poland, Lithuania, Latvia, and Estonia, selected from among representatives of various communities involved in the development of AI technologies. Cezary Dołęga, Vice President of Neurosoft, was appointed to the Steering Committee.



AI GigaFactory is an “artificial intelligence factory” – a modern hub for advanced AI technologies that combines computing power, infrastructure, and collaboration between science and business. The project is supported by the European InvestAI initiative, which, under the “AI Continent Action Plan,” aims to mobilize a total of €200 billion for the development of artificial intelligence – including €20 billion dedicated to the construction of 4–5 AI gigafactories. Each of them is to be developed in a public-private partnership model, with approximately 35% of the funding coming from public sources (the EU and contributions from member states) and the remaining 65% from private capital.

Baltic AI GigaFactory is a regional version of the European funding model – a project worth around €3 billion, implemented in a public-private partnership. The initiative was launched by the Ministry of Digital Affairs, and the work is carried out under the patronage of the Secretary of State, Dr. Dariusz Standerski. The funding application is scheduled to be submitted by the end of the year, and if the decision is positive, the “Baltic Artificial Intelligence Factory” could begin operations as early as 2028.

The Steering Committee convened at the next stage of the Ministry’s implementation schedule. The multi-hour workshop focused on the key aspects of the initiative, discussed from the perspective of various stakeholder groups. The three-member group of representatives of Polish companies active in the field of artificial intelligence (Investors with Business Purpose) was joined by the Vice President of Neurosoft, Cezary Dołęga.

“It is difficult today to assess our chances of securing funding and bringing the project to completion, especially since, on the European scale, we are competing with more than 70 other proposals. Nevertheless, I approach this Ministry initiative with enthusiasm, appreciating the determination and efficiency shown in the preparations. Already, some of the project’s assumptions are beginning to materialize – we are witnessing the integration of academic, educational, business, public administration, and social communities that see an opportunity in the development of AI in our region. The idea of inviting partners from Lithuania, Latvia, and Estonia to join the consortium also seems excellent – in my view, it creates an interesting synergy. For this reason, we intend to actively support the Baltic AI Gigafactory initiative, as reflected in my participation in the Steering Committee.”
